Becoming an owner builder in Victoria means you are taking full responsibility for your own domestic building project on your property. It also means you are legally accountable for what happens from start to finish.

An owner builder is responsible for obtaining the correct planning and building permits, making sure all work complies with the Building Act and regulations, and engaging qualified tradespeople where required. You must also ensure the work is inspected at the correct stages by a registered building surveyor and meets all required standards.

Key requirements before becoming an Owner Builder in Victoria:

Before you can legally act as an owner builder, you must:

  • Be the registered owner of the land (or legally authorised owner)
  • Be building or renovating a single domestic dwelling on that land
  • Intend to live in the home once it is completed
  • Not be in the business of building for profit or others
  • Only act as an owner builder for one project within a set period (commonly 5 years rule applies)
  • Apply for a Certificate of Consent from the BPC (for work over $16,000)
  • Complete the BPC eLearning assessment
  • Hold a valid White Card (Construction Induction Training)
  • Provide proof of property ownership and relevant documents
  • Ensure you understand your legal responsibilities under building laws
